RCRA Corrective Action Program
Operating under Crystal Clean, Envirosafe Services of Ohio, Inc. (ESOI) is implementing a Corrective Action Program (CAP) to assess releases of hazardous wastes or hazardous constituents, if any, for the purpose of protecting human health and the environment. The work is being conducted in compliance with its hazardous waste facility installation and operation permit (permit) and under the direction of Ohio EPA. The active landfill (Cell M) is not under investigation. The subject of the investigation are units that were constructed and operated before the Resource Conservation and Recovery Act (RCRA) and are otherwise known as pre-RCRA Units.
Nearly all industrial facilities have areas of past practices where industrial activity took place prior to the regulations. This facilities past practice areas were limited to solid waste disposal activity, which has been addressed by the company through a RCRA Corrective Action Program. The company resolved these issues and actively maintains the units in accordance with the approved plans. No other past practice issues are known to exist at the facility.
RCRA requires that facilities estimate the cost and provide adequate financial assurance for the closure and post closure care of all RCRA permitted units. Crystal Clean has established trust funds for this purpose.
